CUHK 2026-2030

The Chinese University of Hong Kong (CUHK) embarks on the 2026–2030 strategic plan cycle with renewed purpose and commitment to its founding mission: to combine tradition with modernity and to bring together China and the West. This mission remains our anchor as we nurture responsible global citizens and advance the frontiers of knowledge.

CUHK stands at a pivotal juncture defined by China’s rising strength in education, technology, and innovation, the rapid transformation of the Guangdong–Hong Kong–Macao Greater Bay Area (GBA), and Hong Kong’s unique position as a global hub for talent, education, research and knowledge exchange. Over the past five years, we have strengthened whole-person education through our collegiate system, expanded our research impact across multiple disciplines, and deepened our role as a bridge between China and the world. We have been harnessing our distinctive edge to attract global talent, foster collaborations across geographical boundaries, promote cross-cultural exchange, and generate greater impact for the Hong Kong Special Administrative Region, the nation, and the wider community.

Building on the achievements of CUHK 2021–2025: Excellence with Purpose and Responsibility, the next strategic plan, CUHK 2026–2030: Leaping to Greatness, marks an evolution from purpose-driven excellence to impact-oriented outcomes and lasting societal contributions, pursued with innovation, rigour and responsibility.

Message from the Chairman of the Council

Founded with the unique mission to bring together China and the West, The Chinese University of Hong Kong (CUHK) continues to deepen its role as a vital connection point for our Nation and the global academic community. Following the success of our CUHK 2021–2025 strategic plan, we enter our next chapter with a unified sense of purpose.

The Strategic Plan, CUHK 2026–2030, outlines a clear roadmap for our University’s next phase of development. Built upon broad community consultation and the collective insights of our stakeholders, this plan shifts our focus from purpose-driven excellence toward clear, impact-oriented outcomes that yield tangible societal benefits.

Over the next five years, we will strengthen our governance, elevate our research capabilities, and actively support Hong Kong’s growth into an international hub for post-secondary education, talent, and innovation. Crucially, the plan integrates our institutional goals with national priorities by driving technological self-reliance, supporting Greater Bay Area development, while positioning CUHK to actively address global challenges and emerging dynamics in higher education. The Council is fully committed to providing the steady stewardship and accountability needed to guide CUHK in Leaping to Greatness.

I am deeply grateful to everyone who helped shape this vision. My sincere thanks go to our Vice-Chancellor and President, Professor Dennis Lo, for his visionary leadership, and to my fellow Council members, the Steering Committee and its dedicated sub-groups, and the CUHK community.

Driven by the shared commitment of our 2021–2025 Strategic Plan with the goal to pursue “Excellence with Purpose and Responsibility”, The Chinese University of Hong Kong (CUHK) has achieved tremendous advancements. Today, as we navigate a rapidly evolving global landscape, we stand ready to embark on our next chapter to turn this strong momentum into even greater societal impact.

I am honoured to introduce the CUHK 2026–2030 Strategic Plan, a forward-looking roadmap that aligns our founding mission to combine tradition with modernity and to connect China and the West with our new aspiration: Leaping to Greatness. We unleash this vision through the TIGER’s leaps. These are the crucial steps we are taking across five interconnected priorities:

T — Talent Attraction and Development
I — Institutional Development
G — Global and Alumni Engagement
E — Education and Student Experience
R — Research and Innovation

As the TIGER leaps forward to achieve these goals, we translate our academic endeavours into real-world impact. Supported by an enhanced infrastructure and an expanding international footprint, we shall draw upon our rich academic traditions and distinctive collegiate system to deepen whole-person education and empower our students to become transformative leaders. Together, through our pursuit of interdisciplinary research excellence, we shall continue to push the boundaries of knowledge to address society’s most pressing challenges.

This Strategic Plan builds upon our legacy and reaffirms our dedication to public service. I am grateful to the University community for your invaluable input and collaborative spirit in shaping this strategic roadmap. I look forward to working closely with our Council Chairman, Professor Chai, other members of the Council, our senior management, and every member of the CUHK family to realise our collective aspirations.
